Các đồng chí như S&P và Moody’s rất ngây thơ nhé!

Nhân đọc cái tin về ngân hàng HBB “chót” cho vay Vinashin mấy nghìn tỷ rồi phải đối mặt với thảm họa mất trắng, sau lại được “cứu” bởi cái quy định này, giải pháp kia và rồi khoản tiền cho vay nọ với lãi suất cực ưu đãi, tớ mới nhớ ra cái hồi tin tức vỡ nợ của Vinashin tung tóe ra rồi các đồng chí “ở trển” thì chối đây đẩy trách nhiệm hoặc tuyên bố là Vinashin làm thì nó tự chịu trách nhiệm v.v..., mấy hãng xếp hạng tín dụng như S&P và Moody’s vội vàng “theo đóm ăn tàn”, nhanh chóng hạ hạng tín dụng của các doanh nghiệp nhà nước Việt Nam, với lý do rằng, đại loại, ví dụ của Vinashin cho thấy Chính phủ sẵn sàng bỏ rơi các doanh nghiệp nhà nước mặc dù chúng là con ruột.

Lúc đó, tớ bị thúc giục bởi cơ quan nên đành phải thu xếp một vài cuộc viếng thăm mấy đồng chí xếp hạng tín dụng này ở Sing để hỏi han cụ thể hơn.

Mở đầu các cuộc viếng thăm, tớ nói luôn là tớ là người Việt Nam, nắm được tình hình ở Việt Nam, nên chỉ muốn đến để biết thêm về sự nhìn nhận vấn đề của các đồng chí với tư cách là một người thứ ba, đứng từ bên ngoài nhìn vào.

Sau một hồi nói chuyện, tớ rút ra một kết luận (tất nhiên là không đưa vào báo cáo cho cơ quan) rằng các đồng chí này nói chung còn rất ... ngây thơ, nhất là về Việt Nam! Tớ phải “làm công tác tư tưởng” cho các đồng chí ấy rằng nghe vậy chứ không phải vậy đâu, thấy vậy chứ không phải vậy đâu, và các đồng chí cứ “yên tâm” vì Vinashin sẽ được cứu bằng mọi cách, chỉ có điều không phải là lúc này – trước Đại hội Đảng và bầu bán nhân sự cấp cao.

Vì thế mà từ trước và càng hơn thế cho đến nay tớ chẳng bao giờ xem trọng mấy cái loại báo cáo phân tích, đánh giá mới lại cả dự báo của các tổ chức nước ngoài (mà không có tớ tham gia!), kể cả đó là các đồng chí sừng sỏ như S&P và Moody’s. Tất nhiên, nói thế thì nói thôi chứ các báo cáo này vẫn là căn cứ cho nhiều quyết định của các nhà đầu tư (nước ngoài). Biết làm sao được?!
