Tớ quên không, đúng hơn là không buồn, đọc kỹ nội dung của bài báo đưa tin về chuyện này, phần liên quan đến nguồn kinh phí để làm từ thiện, vì nghĩ rằng chỉ có thể trích ra từ lợi nhuận hoặc hạch toán nhập nhằng vào thành những khoản chi hợp lý. Nay ngồi đọc lại thì thấy nguyên văn là thế này: “Trao đổi với chúng tôi về vấn đề này, ông Phùng Đình Thực, Chủ tịch Hội đồng quản trị Tập đoàn Dầu khí Quốc gia Việt Nam cho biết: Chương trình an sinh xã hội của Tập đoàn khi thực hiện đều đạt được sự thống nhất cao trong Đảng ủy, Hội đồng thành viên Tập đoàn. Những mục tiêu khi thực hiện các chương trình an sinh xã hội đã trở thành một trong những nhiệm vụ chính trị trọng tâm, song hành với nhiệm vụ sản xuất, kinh doanh của doanh nghiệp. Kinh phí để thực hiện các chương trình an sinh xã hội của Tập đoàn được hình thành từ nguồn thu do cán bộ CNVC trong cơ quan tự đóng góp. Hàng năm, Tập đoàn tổ chức vận động CBCNV làm thêm 5 ngày vào các ngày nghỉ để ủng hộ các hoạt động an sinh xã hội của Tập đoàn.”
Có thật vậy không? Có thật là tiền làm từ thiện là từ tiền túi của cán bộ CNVC trong TDDK hay không? Không khó để thấy là KHÔNG!
Giả sử toàn TDDK có 10.000 cán bộ CNVC, và tất cả số người này đều (bị, bắt buộc) tham gia hoạt động từ thiện. Theo bài báo thì: “... từ năm 2006 đến năm 2010, Tập đoàn Dầu khí Quốc gia Việt Nam đã tài trợ hơn 1.902 tỷ đồng để hỗ trợ xây nhà Đại đoàn kết, trường học, bệnh viện, cơ sở y tế, tham gia các chương trình đền ơn, đáp nghĩa, uống nước nhớ nguồn, chương trình biển đảo...” Như vậy trong 4 hoặc 5 năm, bình quân mỗi cán bộ CNVC đã đóng góp là 1.902 tỷ/10.000 = 190,2 triệu đồng. Và bình quân mỗi năm, mỗi người này đã đóng góp 190,2 triệu/4 (hoặc /5) = 47 triệu (hoặc 38 triệu). Đâu ra mà lắm thế? Thu nhập bình quân ròng (sau thuế) của cán bộ CNVC của TDDK có được 100 triệu/năm không? Thôi cứ cho hẳn là 200 triệu năm đi. Liệu họ có đủ hào hiệp để cắt nghiến ra ¼, 1/5 thu nhập của mình để làm từ thiện không, trong nhiều năm không?
Nếu câu trả lời là không thì có nghĩa là kinh phí làm từ thiện này không phải là do cán bộ CNVC của TDDK tự đóng góp (nên hiểu là đóng góp từ thu nhập của mình) như bác Thực phát biểu. Chính xác hơn, nguồn kinh phí này có thể có một phần từ nguồn đóng góp của cán bộ CNVC, nhưng không phải là tất cả từ đó. Suy ra tiếp là phần còn lại phải lấy ra từ lợi nhuận hoặc hạch toán thành các khoản chi phí hợp pháp, hợp lý của TDDK và kết cục là khoản nộp ngân sách và hoặc lợi nhuận trích nộp lại cho nhà nước phải giảm tương ứng. Mà như vậy thì phần viết trước của tớ chẳng có gì sai cả.
