Lại Vinfast (2)!

Trong bài trước tớ có bán tín bán nghi về chuyện Vinfast thông báo đã nhận được một số giấy phép này nọ của Mỹ để nhập khẩu, bán và lưu hành xe VF8, VF9. Sau hơn một tháng, nay thử kiểm tra lại tính xác thực của thông tin này bằng cách google search và tìm tại website của các cơ quan liên đới của Mỹ.

Theo Vinfast như được đưa tin trên báo chí trong nước (ví dụ: VinFast đã được cấp giấy phép bán hàng tại Mỹ, hình ảnh những chiếc VF 8 chạy trên đường phố Mỹ đang gần hơn bao giờ hết (cafef.vn)) thì Vinfast đã nhận được 2 loại giấy phép là EPA COC và CARB EO, đồng thời cũng đã hoàn thành bài kiểm thử FMVSS theo quy định của NHTSA.

Trước tiên, tớ vào trang chủ của EPA và search Vinfast thì ra được một bảng excel có tiêu đề “Certified Vehicle Models (Model years 2014 – present)”, trong đó có 4 dòng về 4 sản phẩm của Vinfast. Ok, nếu theo đúng tiêu đề thì VF8/9 đã được cấp phép như Vinfast thông báo.

Tiếp theo, thử search CARB EO là cái gì thì được dẫn đến trang này: https://ww2.arb.ca.gov/executive-orders-certifications-verifications .  Gõ từ khóa Vinfast trong cửa sổ search ra được 5 tin tức liên quan nhưng chỉ có duy nhất 1 tin chứa thông tin về Vinfast tại đây: EV Model Diversity & Upcoming EVs (ca.gov), nhưng rất tiếc tin này là một bản presentation của một tổ chức nào đó không phải là cơ quan chức năng (ARB), và tin này cũng chỉ nêu/liệt kê Vinfast có 2 model xe điện được “kỳ vọng” xuất hiện năm 2023. Như vậy có thể kết luận rằng Vinfast vẫn CHƯA ĐƯỢC cấp CARB EO cho đến thời điểm này.

Lưu ý rằng kết luận trên về CARB chỉ đúng với điều kiện là thông tin về việc cấp giấy phép này phải xuất hiện trên website của ARB. Tuy nhiên, thử gõ tên Tesla hay Nissan chẳng hạn thì lập tức hiện ra giấy phép/chứng nhận cấp đích danh những hãng này, ví dụ như ở đây: CARB Document: https://www.arb.ca.gov/msprog/onroad/cert/pcldtmdv/2016/tesla_pc_a3740014r4_0_z_e.pdf . Điều này một lần nữa chứng tỏ Vinfast CHƯA CÓ bất cứ một loại chứng nhận nào từ ARB.  

Về FMVSS, vào website của NHTSA, thử search các kiểu, ở các mục (ví dụ, “Ratings”) với từ khóa Vinfast thì đều cho kết quả là 0, trong khi thử với Toyota chẳng hạn thì ra vài trăm kết quả. Nói cách khác, Vinfast cũng CHƯA HOÀN THÀNH bài thử nào của NHTSA, căn cứ theo thông tin có trong website của họ.

Chuyện ngoài lề liên quan đến Vinfast: Trong tháng trước, có đồng chí nào đó “tự hào” tuyên bố Vinfast đã được hãng bảo hiểm Allstate của Mỹ nhận bảo hiểm sản phẩm của hãng, với screenshot cho thấy tên Vinfast hay tên sản phẩm VF gì đó xuất hiện trong trang về giá bảo hiểm. Tuy nhiên, suốt cả hơn tháng nay kể từ lúc đồng chí đó tuyên bố thì tớ không thể nào “get a quote” để biết được hãng này có bảo hiểm cho sản phẩm của Vinfast hay không, giá bao nhiêu, bởi lỗi “We are sorry but we are having difficulties understanding your request.” Thử search Vinfast trên website của hãng thì cho kết quả 0, trong khi thử với Tesla và Toyota thì ít nhất cũng được 1 kết quả. Điều này cũng chứng tỏ Vinfast... nằm ngoài bộ nhớ của Allstate!

Cập nhật thông tin: Hồi tháng 12, như đã biết, Vinfast tuyên bố đã được U.S Bank đồng ý tài trợ mua xe của nó. Tuy nhiên, tại thời điểm hiện tại thì trên website của U.S Bank, mục mua ô tô (Shop Cars for Sale Online ) vẫn CHƯA THẤY CÓ tên Vinfast trong danh sách “Make”, mặc dù trong đó hiện có vài chục tên hãng ô tô khác của thế giới. Điều này chứng  tỏ ngân hàng này CHƯA TÀI TRỢ cho mua xe của Vinfast.

Với tất cả thông tin tổng hợp được như trên, có lẽ chỉ nên tin các thông báo của Vinfast/VinGroup độ... 10%! Và cũng cần phải thận trọng với thông tin mới nhất về nó rằng: “VinFast hoãn giao xe điện cho khách Mỹ đến cuối tháng 2 để cập nhật phần mềm”, bởi lý do rất có thể do những vấn đề nói trên chứ không phải do thứ... vớ vẩn là phần mềm!
